A Pasco County Schools transportation manager was arrested after an undercover Homeland Security investigation found he was using his computer to distribute and possess child pornography.

The investigation began around March of 2014 when local law enforcement in conjunction with Homeland Security Investigations (HSI) arrested someone who later admitted to sexually abusing his two step-grandchildren, one of whom was an infant, and took pictures and videos of the child for exploitation.
For the broader purposes of the investigation, officials aren't naming this person, but he was the account holder of Kik user account "BadBoy863."
He admitted to sharing child exploitation pictures and videos with other Kik users. Officials were able to get his contact list after he gave consent for them to search the device. About 530 unique contacts were found.
An agent then used the seized account and began acting in an undercover capacity with the consent of the original account holder.
In 2016, using this undercover account, the agent searched for the Kik user "routemeup," with the display name William Snyder.
He began communicating with the user and some of the disturbing messages Napolitano sent under his William Snyder alias included "Into yng rape" and "Ynger the better."
About a month later, "routemeup" sent a video of a child sex act to the undercover agent.
Kik Interactive Inc. provided the user information for the "routemeup" account, including IP login results, which included about 82 pages of almost daily IP logins.
The undercover agent was also able to link that account to a Skype user "wil-yum123," who in an undercover communication said he collects child porn and has sexual relations with minors.
The investigation continued for several months, and officials were able to connect the Kik profile "routemeup" to residences associated with William Napolitano, a Pasco County Schools transportation manager.
Monday, the Court granted a search warrant for his current home in New Port Richey.
Agents executed a search warrant fo the residence and found his iPhone shoved down into the living room couch cushions.
Napolitano admitted the phone was his but would not unlock it for the officers.
He also admitted to owning and using an HP laptop that law enforcement officers found in a backpack there.
Inside the backpack, they also found lubrication, a male-enhancement device, a screwdriver and baby wipes.
A forensics preview of the laptop revealed that it contains pictures and videos the HSI agent believes are child pornography.
They also found the same Skype user profile on the laptop, and more than 40 images of child pornography and more than five videos. Detectives also found the "routemeup" profile used on the Kik account.
In the investigation, agents found that Napolitano's roommate has two young twin boys that stay at the house on weekends, and Napolitano has three young nieces.
He was arrested for distribution and possession of child pornography.
“People cried. People were shocked. The people that work for him, love him. No one could believe that this guy, we know had that kind of deviant behavior going on,” said Pasco School District spokesperson Linda Cobbe. “If we had any indication that one of our employees had any deviant behavior like this we would have reported it ourselves.”
