Detectives say Williams hired brothers James and Jhaphre Higgs to kill Tywan Armstrong.
In January 2019, officers say the brothers used an AR-15, supplied by Williams, to shoot into a car at a Shell Gas Station near 34th Street S and 18th Avenue S. They killed both Armstrong and another man, Roger Ford.
The shooting also injured Carlos Young.
The gas station parking lot was packed with more than 100 people as part of an unofficial Martin Luther King Jr. parade after party at the time of the shooting.
Officers later discovered Williams hired the men to commit the murder for him because Armstrong was interfering with his drug dealing. The Higgs brothers are in federal custody.
