City charter mandates a runoff if the leading voter doesn't reach 50 percent of the vote. Jane Castor garnered 48 percent of the votes in the original election.
The next closest candidate was David Straz, who received 15 percent of the votes.
The runoff will take place on April 23, with early voting starting on April 14.
