A Pasco County man paid nearly $10,000 for a mobile home. But three years later he had nothing to show for it – until he called Consumer Reporter Jackie Callaway for help in tracking down his home and his money.

Steve Stark imagined living on a bird-filled, shaded lot he purchased in Holiday. He made improvements to the site, including setting up the septic and water lines and wrote two checks – totaling $9,800 – to Richard Clark of GRC Mobile Installations LLC for a mobile home to live in.

The checks were cashed are dated November 15, 2015.

Stark expected his new mobile home would be delivered in three weeks, but three years later he was still waiting.

Stark told ABC Action News Clark told him he’d had trouble with the county permitting office and was dealing with deaths in the family and repairs on his own home.

Clark told ABC Action News he’d run into a delay with Pasco County’s permitting office. But Consumer Reporter Jackie Callaway checked and found he never pulled a permit until after her first call to him in October. After our calls, Stark told ABC Action News he got a text message Clark – and days later, a full refund arrived in the mail.

“It is amazing because I had not been able to get anywhere with him,” said Stark told ABC Action News.

Stark said it was the first – and last time – he’ll pay for anything in full and upfront until the goods are delivered.
